India Rolls Out First Dedicated Standard for Bomb Disposal Systems to Strengthen Security

India introduces first BIS standard IS 19445:2025 for evaluating bomb disposal systems against blasts and splinters.

In a major step towards strengthening India’s security infrastructure, the Bureau of Indian Standards (BIS) has introduced the country’s first dedicated standard for bomb disposal systems. The new benchmark, titled IS 19445:2025, aims to address long-standing gaps in evaluating the effectiveness of bomb disposal equipment used by security forces. The move is expected to enhance safety, reliability, and confidence in critical security operations.

Developed at the request of the Union Ministry of Home Affairs and the Terminal Ballistic Research Laboratory, the standard establishes comprehensive guidelines to assess bomb disposal systems against blast loads and splinter effects. It clearly defines testing parameters, performance criteria, and evaluation methods to ensure objective and uniform assessment across manufacturers and agencies.

Consumer Affairs Secretary Nidhi Khare stated that the standard is intended for voluntary adoption by procurement agencies, manufacturers, and testing bodies. Its implementation is expected to promote quality-driven manufacturing, ensure consistency in evaluation practices, and improve trust in the systems deployed by security personnel in high-risk situations.

The need for an India-specific standard arose because existing international norms are either difficult to access or not fully aligned with the unique threat profiles and operational conditions faced by Indian forces. Armed forces, central armed police forces, state police, and civilian agencies regularly encounter threats from improvised explosive devices, unexploded bombs, and hand grenades in both conflict zones and public areas.

The standard covers commonly used bomb disposal solutions such as bomb blankets, bomb baskets, and bomb inhibitors. It specifies requirements for test equipment, test range conditions, test specimens, and acceptance criteria, providing a clear reference for manufacturers and accredited testing agencies. This ensures safer deployment and reliable performance in real-world scenarios.

While developing IS 19445:2025, BIS incorporated international best practices and globally accepted performance concepts, adapting them to Indian threat environments. This balanced approach supports domestic manufacturers in achieving global competitiveness while maintaining national relevance, marking a significant milestone in India’s defence and security preparedness.
