Illegal Late-Night Bar Operating as Café Busted in Delhi, 25 Arrested

Unlicensed club caught serving liquor and hookahs past legal hours.

Delhi Police’s Outer North district team raided and dismantled an illegal bar-cum-nightclub operating clandestinely on the second floor of a commercial building at Samaypur Badli Main Chowk in the intervening night of December 3–4. Twenty-five individuals, including the manager, staff, and customers, were apprehended during the surprise operation that exposed widespread violation of excise and tobacco laws.

Acting on specific intelligence about unauthorised late-night liquor service, plainclothes officers observed several young men entering the premises suspiciously. Upon entering, they discovered a fully functional party den masquerading as “Three Boxes Cafe”, blaring loud music while serving alcohol well beyond permissible hours. Approximately 16 men aged 20–30 and seven to eight women aged 20–25 were found consuming liquor and smoking flavoured hookahs in a dimly lit lounge setup.

The manager, identified as Anil, failed to produce any valid licence for running a bar, serving liquor, or operating hookahs. Police recovered 37 beer cans, two whisky bottles, multiple hookahs, a high-powered music system, and a quantity of counterfeit ₹50 gaming currency notes believed to have been used as tokens inside the establishment. Large quantities of liquor were also found concealed in the kitchen refrigerator.

A case has been registered under relevant sections of the Delhi Excise Act, 2009, and the Cigarettes and Other Tobacco Products Act (COTPA), 2003. All seized items have been taken into custody, and the premises have been sealed pending further departmental action against the building owner.

The arrested individuals hail from Delhi, Haryana, and Punjab, confirming the club’s draw beyond the national capital. Investigation continues to ascertain the supply chain of illicit liquor and whether similar unlicensed operations are running elsewhere in the area.
