Himachal Prepared For Glacial Lake Outburst Floods: Governor Gupta

Himachal Pradesh Governor Kavinder Gupta has said the State is prepared to deal with possible Glacial Lake Outburst Floods (GLOFs), amid growing concerns over climate-related risks in the Himalayan region. He described the recent devastation caused by flash floods in the Nepal-Tibet region as tragic and said climate change and global warming had emerged as major challenges requiring greater attention.

Gupta said the possibility of GLOF-related incidents anywhere in the Himalayan range remains a serious concern. He said Himachal Pradesh’s Disaster Management Department had made preparations to respond to such situations. The governor’s comments came in the context of a recent joint report by IIT Ropar and the University of Technology Sydney that warned of the potential threat posed by glacial lake outbursts in Himachal Pradesh and other vulnerable Himalayan areas.

The governor also stressed that disaster response should not be limited to preventing future incidents, but must include support for people already affected by extreme weather events. Referring to the destruction in the Nepal-Tibet region, he said large numbers of families had suffered significant losses and needed assistance to rebuild their lives. He welcomed the Centre’s prompt efforts to extend assistance to the affected region and called for wider participation in relief and rehabilitation activities.

Gupta said the scale of recent destruction should prompt countries and communities to think seriously about long-term solutions to climate-related disasters. He expressed hope that such incidents would not recur across the Himalayan region, while emphasising the need for preparedness and coordinated action. Rising temperatures, changing weather patterns and the vulnerability of mountain regions have increased concerns about the risks associated with unstable glacial lakes and sudden releases of water.

The governor also spoke about the formation of a task force involving universities in Himachal Pradesh, saying the initiative would focus on preparing young people for future opportunities. He said the State has around two dozen universities and that vice-chancellors had been invited for discussions on employment, livelihoods and the effective use of local resources. The discussions are intended to identify ways to create income opportunities and equip young people to contribute to the vision of a developed India.

According to Gupta, employment remains one of the major challenges facing the State, making it important to explore new livelihood opportunities and strengthen the value of locally produced goods. He said universities could play an important role in preparing young people for emerging opportunities while also helping communities make better use of local resources. Alongside these development efforts, the State’s disaster preparedness will remain important as Himachal Pradesh and the wider Himalayan region face increasing risks from extreme weather and climate-related hazards.
