Haryana To Launch Reform Utsav To Promote Citizen Participation In Reforms
Haryana prepares for a citizen-driven reform initiative.
The Haryana government, led by Chief Minister Nayab Singh Saini, is preparing to launch ‘Reform Utsav’, a citizen-driven initiative aimed at giving people a direct role in identifying governance issues and shaping administrative reforms. Chief Secretary Anurag Rastogi reviewed preparations for the initiative on Tuesday and stressed the need for a clear, structured and time-bound mechanism to ensure that suggestions from citizens move beyond documentation and are converted into actionable reforms. The initiative is scheduled to run from October to December, with preparations and awareness activities beginning this month.
Under the programme, citizens will be encouraged to identify problems in government processes and suggest solutions that can benefit wider communities. The government plans to take the campaign beyond Chandigarh and expand participation across villages, towns and communities throughout Haryana, with the objective of making governance simpler, more responsive and focused on measurable outcomes.
Commissioner and Secretary, Industries and Commerce, Amit Kumar Agrawal outlined three principal stages of the initiative — Jan Manthan, Vimarsh and Jan Samadhan. During Jan Manthan, citizens will submit reform ideas through the ‘Reform Utsav’ website and community outreach programmes. In the Vimarsh stage, government departments will examine the suggestions and identify proposals with potential for wider, system-level improvements.

The Jan Samadhan stage will focus on implementing quick reforms while preparing the groundwork for more complex changes. The government plans to track the progress of suggestions and reforms transparently through a dedicated website and dashboard, allowing citizens to follow proposals selected for action and their implementation status.
A state coordination committee headed by the Chief Secretary will oversee the initiative, coordinate between departments and monitor progress. State- and district-level contact points will also be established to strengthen local outreach. The State Action Plan for ‘Reform Utsav’ is scheduled to be prepared by September 10, with the government aiming to create a process that takes citizen suggestions from ideas and discussion to measurable administrative action.
