Haryana Police Scandal Deepens with Second Suicide, Allegations of Graft
ASI's note accuses corruption, defends superiors in escalating probe.
The Haryana Police department has been plunged into further turmoil following the apparent suicide of Assistant Sub-Inspector (ASI) Sandeep Kumar on Tuesday, mere days after the death of IPS officer Y. Puran Kumar, with the latest incident involving allegations of corruption and a direct rebuttal to the prior officer's claims of harassment.
Kumar's body was discovered in a structure near an agricultural field in Ladhot village, Rohtak district, succumbing to a gunshot wound. A three-page note and a six-minute video attributed to him have emerged, accusing the deceased IPS officer Y. Puran Kumar of extensive graft, including the extortion of funds from liquor contractors and the manipulation of postings to favor compliant subordinates.
In the recorded message, ASI Sandeep Kumar, aged 36 and assigned to the Cyber Cell after service in the Superintendent of Police's office, asserted that Y. Puran Kumar's actions were driven by fear of an impending investigation into bribery networks rather than the caste-based discrimination outlined in his own suicide note. The ASI further implicated Y. Puran Kumar's wife, IAS officer Amneet P. Kumar, in potential asset discrepancies and urged authorities to examine their financial holdings. He defended former Rohtak SP Narendra Bijarniya, recently transferred amid accusations, stating that the probe should focus on integrity rather than fabricated grievances.

Rohtak Superintendent of Police Surendra Singh Bhoria confirmed the recovery of the body and described the deceased as an exemplary officer known for diligence and honesty. "A forensic examination is underway to authenticate the materials circulating online, and full details will follow the investigation," Bhoria stated, noting the deployment of specialized teams to the site.
This development intensifies scrutiny on the October 7 suicide of Y. Puran Kumar, a 2001-batch IPS officer from the Scheduled Caste community, whose note implicated up to 16 senior officials, including DGP Shatrujeet Kapur—placed on leave Monday—and Bijarniya, in systematic harassment, denial of privileges, and discriminatory practices. Chandigarh Police registered an FIR incorporating provisions under the SC/ST (Prevention of Atrocities) Act based on the widow's complaint, prompting the Haryana government's removal of Bijarniya on Saturday.
Amneet P. Kumar has withheld permission for her husband's post-mortem and final rites pending arrests of the named individuals, a stance supported by a newly formed "Justice for Y. Puran Kumar" committee comprising 31 members. Political figures, including Congress Leader of Opposition Rahul Gandhi, visited the family in Chandigarh on Tuesday, pledging advocacy for their demands. Additional support has come from Telangana Deputy Chief Minister Mallu Bhatti Vikramarka and Punjab Cabinet Minister Harpal Cheema, highlighting cross-state solidarity.
The Special Investigation Team probing the extortion allegations—estimated at Rs 2-2.5 lakh monthly via Y. Puran Kumar's gunman Sushil Kumar—questioned ASI Sandeep on October 12, adding intrigue to his subsequent death. Sources indicate the SIT seeks access to the IPS officer's laptop, currently held by the family, to verify the distribution of his accusatory note.
Haryana police unions have voiced alarm over the consecutive losses, attributing them to entrenched issues of administrative pressure, corruption inquiries, and societal divisions. The National Commission for Scheduled Castes has requested a comprehensive report on the discrimination claims, while opposition parties demand a Central Bureau of Investigation probe to ensure impartiality. With over 260 reported mental health cases among officers in the past year, these incidents underscore systemic vulnerabilities requiring immediate policy interventions to restore institutional trust and officer welfare. Authorities have assured a thorough, multi-agency review to address all facets of the unfolding scandal.
