Haryana Assembly To Introduce Bill Increasing Group D Promotion Quota
Haryana Assembly will hold special session to introduce bill increasing Group D promotion quota to 30 per cent.
The Haryana government has announced a special one-day session of the state Assembly to be held on April 27, during which a key bill concerning the promotion of Group D employees will be introduced, Chief Minister Nayab Singh Saini said on Wednesday. The decision was taken during a Cabinet meeting held in Gurugram, marking the first such meeting conducted in the city with an emphasis on investment promotion.
The proposed legislation, titled the Haryana Clerical Services Recruitment and Conditions of Service Bill, 2026, aims to revise the promotion structure for Group D employees. According to the Chief Minister, the bill seeks to increase the promotion quota for eligible Group D staff into clerk positions from the existing 20 per cent to 30 per cent. It also includes a provision for 5 per cent reservation under the ex gratia policy for employees who have completed five years of service.
Officials said the special Assembly session will focus primarily on the introduction and discussion of this bill, which the government claims is intended to improve career progression opportunities for lower-tier government employees. The proposal is being positioned as part of broader administrative reforms aimed at strengthening workforce mobility within state services.

In addition to the employee-related legislation, the state government is expected to introduce a censure motion against opposition parties during the session. Chief Minister Saini criticised the opposition for allegedly blocking the Constitution (131st Amendment) Bill in Parliament, which he said was linked to women’s reservation and delimitation reforms. He accused opposition parties, including the Congress, of undermining women’s empowerment by opposing the legislation.
Saini stated that Prime Minister Narendra Modi has consistently worked toward strengthening women’s participation in governance and public life, while accusing opposition parties of acting against these efforts. He made strong political remarks during his interaction with reporters in Gurugram, escalating the ongoing war of words between the ruling BJP and opposition groups. The upcoming Assembly session is expected to be closely watched, as it combines both policy decisions related to state employees and politically charged debates involving national-level legislative disputes.
