Gujarat Scraps Mandatory 30-Day Notice for Land Registration in Big Relief for Farmers

The Gujarat government has announced a key amendment to the Gujarat Land Revenue Code, scrapping the mandatory 30-day notice period required for registering mutation entries in undisputed land transactions. The decision, aimed at simplifying revenue procedures, will be implemented through an ordinance, according to officials. The move is expected to significantly reduce delays in property-related processes across the state.
The amendment specifically targets Section 135(d) of the Code, which governs the registration of mutation entries following a revenue transaction. By removing the requirement for a 30-day public notice in cases where there are no disputes, the government aims to streamline administrative processes and make land record updates faster and more efficient for citizens.
Announcing the decision, senior minister Jitu Vaghani said the reform reflects the state’s commitment to easing procedural burdens, particularly for middle-class families and farmers. He noted that the existing rule often created unnecessary delays even in straightforward cases, affecting timely ownership updates and related transactions.

The decision has been taken under the leadership of Chief Minister Bhupendra Patel, who, according to the government, approved the change in the interest of simplifying governance and improving service delivery. Officials stated that the reform is part of broader efforts to modernise land administration and make processes more citizen-friendly.
Experts believe the amendment could enhance efficiency in the real estate and agricultural sectors by enabling quicker mutation of land records. Faster processing is also expected to reduce administrative backlog and improve transparency in revenue records, provided safeguards are maintained to prevent misuse in disputed cases.
The ordinance route will allow the government to implement the change immediately, pending legislative approval at a later stage. Once in force, the amendment to the Gujarat Land Revenue Code is likely to benefit a large number of property owners by eliminating procedural delays and improving ease of doing land transactions in Gujarat.
