Gujarat panel to study reservation in promotions for disabled employees.
The Gujarat government has constituted a five-member high-level committee to formulate a policy on reservation in promotions for employees with disabilities serving in state government departments. The committee will be headed by Chief Secretary M K Das and has been tasked with examining the existing legal and administrative framework before recommending a policy for the state.
The committee will study the provisions governing reservation in promotions for persons with disabilities in government services and posts. It will consider various aspects, including the percentage of reservation that could be provided and the administrative measures needed to implement such a policy. The exercise is intended to establish a framework applicable across the Gujarat government administration.
Apart from the Chief Secretary, the committee will include senior officials from the General Administration Department, Social Justice and Empowerment Department and Law Department, along with the Commissioner for Persons with Disabilities. The committee was constituted through a resolution issued by the General Administration Department under the state government.

As part of its examination, the panel will review guidelines issued by the Central government on reservation in promotions for employees with disabilities. It will also study relevant judgments of the Supreme Court and various High Courts to understand the legal position and how judicial pronouncements may apply to Gujarat. The committee will assess these provisions before preparing its recommendations.
The panel will also undertake a comparative assessment of policies adopted by other state governments. This study will help it examine different approaches to reservation in promotions and determine an appropriate framework for Gujarat while taking into account existing laws, Central government guidelines and judicial decisions.
The committee will recommend the percentage of reservation in promotions and identify the steps required for effective implementation across state government departments. It has also been authorised to seek information and obtain views from any department or office whenever required for its study. The panel will complete its proceedings within the timeframe prescribed by the state government and submit its recommendations thereafter.
