The Congress-led Himachal Pradesh government plans to approach the BJP-led Centre seeking approval to reduce the sanctioned strength of IAS, IPS and IFS officers in the state, Chief Minister Sukhvinder Singh Sukhu said. The move is aimed at reducing what the state government describes as an unnecessary financial burden while ensuring that senior officers are deployed more effectively. Sukhu said the proposed restructuring would reduce the sanctioned IAS strength by 23 posts, from 153 to 130.

The IFS cadre would be reduced by 35 posts, from 118 to 83, while the IPS cadre, which currently has 96 sanctioned posts, would also be downsized. The chief minister said the existing structure places a significant financial burden on the state and that the size of the bureaucracy should correspond with the government's actual requirements. According to Sukhu, maintaining the large cadres costs Himachal Pradesh around Rs 200 crore annually. He said he personally believed the sanctioned IAS strength could be reduced further to around 100 posts, but the government was currently seeking a reduction of 23 positions because of resistance among IAS officers.

The proposed cuts, he said, were intended not merely as a cost-saving measure but also to improve the utilisation of available administrative talent. Sukhu argued that the state does not require such a large bureaucracy because some officers do not have sufficient work, resulting in their capabilities being underutilised. He said the government was also taking a more flexible approach towards officers seeking central deputation. "We are now issuing NOCs and relieving officers instantly compared to the past when approvals for central deputation were usually delayed," he said. The government, he added, wanted officers who were committed to implementing welfare schemes effectively.

Nearly two dozen IAS officers and more than a dozen officers each from the IPS and IFS cadres are currently on central deputation, according to the information cited by the state government. Officials believe that restructuring the sanctioned strength could reduce expenditure associated with salaries as well as support staff, official vehicles, accommodation and other facilities provided to senior officers. A formal proposal is expected to be sent to the Union government through the Department of Personnel.

The proposal is also expected to highlight structural imbalances within some departments. Sources pointed to the Forest Department as an example, saying that while the senior-level structure is relatively large, there are shortages of personnel at lower levels that can affect field-level management. The government is therefore looking at whether the existing distribution of senior officers reflects the state's actual administrative and operational requirements.

The proposed reduction comes as Himachal Pradesh faces significant fiscal pressure, with the state's debt burden exceeding Rs 1 lakh crore. The government is exploring measures to contain expenditure and redirect available resources towards public services and development. Sources said the average annual expenditure associated with an individual officer can exceed Rs 50 lakh when salary and other administrative costs are taken into account, potentially creating substantial savings if cadre strength is reduced.

Sukhu said the savings generated through the restructuring could instead be directed towards public-oriented programmes and development activities. The proposal, however, will require consideration and approval from the Centre because the sanctioned strength of the All India Services cadres is governed through the relevant central framework. The Himachal government's planned request therefore marks the beginning of a process that could significantly alter the state's senior administrative structure if approved.
