Fadnavis Reshuffles Maharashtra IAS, Names Ashwini Bhide as BMC Commissioner
Fadnavis reshuffles Maharashtra IAS, names Ashwini Bhide BMC chief.
The Maharashtra government led by Devendra Fadnavis has carried out a significant reshuffle of senior IAS officers, appointing Ashwini Bhide as the new Municipal Commissioner of the Brihanmumbai Municipal Corporation (BMC). The move is part of a broader administrative overhaul aimed at strengthening governance in key departments.
Bhide’s appointment is historic, as she becomes the first woman to head the BMC in its over 160-year history. She replaces outgoing commissioner Bhushan Gagrani, who retired from service, marking a significant leadership transition in India’s richest civic body.
A senior IAS officer of the 1995 batch, Bhide has held several crucial positions in the Maharashtra government, including roles in the Chief Minister’s Office and major infrastructure projects such as the Mumbai Metro. Known for her administrative efficiency, she is often referred to as the “Metro Woman” for her role in executing key urban transport initiatives.

The reshuffle, backed by Fadnavis, is seen as a strategic move to bring experienced officers into critical roles as Mumbai navigates large-scale infrastructure expansion and urban governance challenges. Bhide’s prior experience within the BMC and her familiarity with the city’s administrative framework are expected to help ensure continuity and efficiency.
Officials indicated that the reshuffle also involved multiple transfers and role changes across departments, aimed at aligning administrative leadership with the government’s policy priorities. Such periodic reshuffles are common in state governance and are often used to optimise performance and accountability.
Bhide’s appointment comes at a crucial time for Mumbai, with several high-value infrastructure projects underway and civic management under scrutiny. Her leadership will be closely watched as the BMC handles issues ranging from urban development to monsoon preparedness and public service delivery in one of India’s most complex metropolitan regions.
