ED to Provisionally Attach Al Falah University Campus in Faridabad Under PMLA
Enforcement Directorate likely to attach Haryana university over suspected crime proceeds.
The Enforcement Directorate (ED) is preparing to provisionally attach the entire Al Falah University campus located in Faridabad, Haryana’s Dhauj area, under the stringent provisions of the Prevention of Money Laundering Act (PMLA). Official sources confirmed on Sunday that the decision follows a detailed investigation into whether significant portions of the funds used for constructing various university buildings were derived from alleged proceeds of crime generated through fraudulent activities.
The probe primarily targets Al Falah Group chairman Jawad Ahmed Siddiqui, who was arrested by the ED in November on charges of money laundering linked to multiple educational institutions run by the Al Falah Trust. According to the agency, these institutions—including the university—deliberately misled students and parents by falsely claiming valid UGC recognition and NAAC accreditation, thereby inducing them to pay fees and secure admissions on deceptive grounds. The ED estimates that this fraudulent scheme generated at least Rs 415.10 crore in illicit proceeds.
Investigators have identified that a substantial part of these alleged crime proceeds was diverted into the development and expansion of the Al Falah University infrastructure. The agency is currently in the process of meticulously identifying, locating, and valuing all movable and immovable assets owned by the Al Falah Trust, which controls the university and its affiliated educational entities. This asset-mapping exercise forms the foundation for the eventual issuance of a provisional attachment order.

Once the investigation reaches its conclusion and the attachment order is formally issued, the identified properties—including the sprawling university campus—will be frozen to prevent any dissipation, sale, or transfer. Sources emphasised that, in the larger interest of the thousands of enrolled students, academic activities are likely to continue uninterrupted even after attachment. A government-appointed receiver or administrator would be vested with the management of the campus to ensure smooth functioning of classes, examinations, and other academic processes while the criminal proceedings and prosecution move forward.
The university first came under intense scrutiny following its alleged links to the November 10 Red Fort suicide bombing, executed by Umar-un-Nabi, a doctor affiliated with Al Falah Medical College, which resulted in 15 fatalities. The ED case draws strength from two Delhi Police FIRs registered on November 14, while separate allegations of document forgery—particularly related to General Power of Attorney for land parcels in Delhi—are also under active investigation. Siddiqui’s legal counsel has consistently maintained that the accusations are baseless and fabricated, and the matter remains sub judice.
