Delhi Police Underestimated CJP Protest Turnout, Report Finds

The large-scale violence that erupted during the Cockroach Janta Party's (CJP) protest in Delhi has raised questions over the preparedness of security agencies, with officials reportedly underestimating the size of the gathering at Jantar Mantar. According to reports, the designated protest site, which has a capacity of around 3,000 people, had attracted nearly 5,000 protesters by Sunday evening, placing significant pressure on security arrangements ahead of the planned march to Parliament.

The incident has drawn comparisons with the events of January 26, 2021, when protesting farmers breached security and entered the Red Fort during the Republic Day tractor rally. Similar to that episode, intelligence units and law enforcement agencies are reported to have underestimated the number of participants expected to assemble in the capital, resulting in challenges in crowd management once the protest intensified.

Officials said protesters had arrived in Delhi from several states over the weekend, causing attendance at Jantar Mantar to exceed the venue's planned capacity. As the crowd continued to grow, police personnel increased security deployments around the protest site and nearby high-security areas, including routes leading towards Parliament, in anticipation of possible attempts to march despite restrictions.

When protesters later attempted to move beyond the designated protest area, clashes broke out with security personnel at multiple locations. Delhi Police alleged that demonstrators breached barricades, damaged public property and attacked officers with stones and other objects, while protesters accused the police of using excessive force. Authorities subsequently detained several protesters and launched investigations into the incidents.

The developments have prompted scrutiny of intelligence gathering and crowd assessment mechanisms used before major demonstrations in the national capital. Security experts note that accurate estimates of turnout are essential for planning personnel deployment, traffic management and emergency response, particularly during protests taking place near sensitive government installations.

Following the violence, Delhi Police has maintained a heightened security presence across central Delhi while restoration and investigation efforts continue. Authorities are expected to review the handling of the protest, including intelligence assessments, operational planning and crowd-control measures, to identify lessons for managing future large-scale demonstrations in the capital.
