Delhi Legislative Assembly Winter Session to Begin on January 5, Runs Till January 8

The Delhi Assembly’s Winter Session begins January 5, focusing on Question Hour and governance accountability.

The Winter Session of the Delhi Legislative Assembly is set to commence on January 5, 2026, and continue until January 8, marking the first legislative engagement of the new year. The session will begin at 11:00 AM on the opening day with the address by Lieutenant Governor Vinai Kumar Saxena, after which regular proceedings will follow. Subsequent sittings will start at 2:00 PM. The session arrives amid heightened public scrutiny of governance, positioning it as a critical checkpoint for administrative performance, accountability, and delivery on key civic issues.

Speaker Vijender Gupta has stressed the importance of discipline, preparedness, and adherence to parliamentary procedures during the four-day session. He expressed hope that the House would utilize the limited time effectively to raise matters of public importance, seek clarifications from the government, and contribute meaningfully to policy discussions. The emphasis on constructive debate reflects the Assembly’s intent to uphold democratic values and ensure governance remains responsive to the needs of Delhi’s residents.

A key highlight of the Winter Session will be the extended focus on Question Hour, scheduled across three consecutive days. Major service-delivery departments such as health, education, power, water, transport, finance, and urban development will come under legislative scrutiny. This structured questioning is expected to provide MLAs with a platform to highlight governance gaps, seek time-bound responses, and press for accountability on pressing public concerns.

Special Mentions under Rule 280 are also anticipated to play a significant role. With strict limits on the number and duration of such interventions, MLAs are likely to use them strategically to spotlight urgent issues and demand immediate attention from the government. The selection of topics raised through Special Mentions will serve as early indicators of legislative priorities for the year ahead.

The session takes place against the backdrop of ongoing public expectations for improved service delivery, infrastructure, and administrative efficiency in the national capital. With the Assembly functioning under close public and political observation, the Winter Session is poised to be a concentrated exercise in legislative oversight rather than prolonged debate. The outcomes of the sittings, particularly the quality of questions and government responses, will set the tone for governance discussions in the months to come.

As the capital prepares for the session, all eyes will be on how effectively the House balances scrutiny with constructive engagement. The proceedings will offer early insights into the government’s responsiveness and the opposition’s ability to hold it accountable in a year expected to be politically significant for Delhi. The Winter Session, though brief, carries substantial weight in shaping public perception of governance in the national capital.
