Delhi Govt to Set Up Unified Transport Authority to Tackle Pollution and Traffic

The Delhi government, led by Chief Minister Rekha Gupta, has announced plans to introduce a Bill to create the Delhi Unified Metropolitan Transport Authority (DUMTA) along with a dedicated Delhi Urban Transport Fund (DUTF). The legislation aims to unify the city’s fragmented transport system under a single planning and governance framework.
According to an official statement, DUMTA will rationalise, coordinate, and integrate all modes of transport in the capital, including metro, buses, regional rail, and feeder services. The initiative is part of the government’s vision to develop a modern, efficient, people-centric, and environmentally sustainable urban mobility system.
Chief Minister Gupta emphasised that the proposed DUMTA will reduce road congestion by strengthening public transport, improving last-mile connectivity, and encouraging citizens to move away from private vehicles. She described the authority as a key intervention in tackling Delhi’s severe air pollution challenges.

The Bill will be drafted by a high-level task force chaired by Chief Secretary Rajeev Verma. The task force will ensure that transport planning, coordination between agencies, and service delivery are streamlined to enhance overall efficiency in urban mobility across the city.
Vehicular emissions remain a major source of pollution in Delhi. By creating DUMTA, the government hopes to expand a reliable, well-connected public transport network, thereby reducing dependence on private vehicles and providing cleaner, more sustainable mobility solutions for residents.
The move aligns with the National Urban Transport Policy, which recommends the establishment of Unified Metropolitan Transport Authorities in large cities to enable strategic planning and coordinated implementation of integrated transport systems. With Delhi’s growing population and rising pressure on roads, DUMTA is expected to transform mobility planning and public transport delivery in the National Capital Region.
