Dehradun Enacts Bylaws Allowing FIRs Against Dog Owners for Attacks

In a decisive step aimed at addressing the increasing frequency of dog bite incidents and enhancing public safety across the city, the Dehradun Municipal Corporation has enacted robust new bylaws that explicitly authorise the registration of a First Information Report (FIR) against pet owners in cases where their dogs inflict bites or attacks on individuals.

These Dehradun Dog Licensing Bylaws-2025 have been specifically formulated in response to notable cases involving aggressive breeds, such as Rottweilers, which have been implicated in recent assaults, empowering authorities to impose monetary penalties via challans, initiate criminal proceedings through FIRs, and exercise the right to confiscate the animal involved for public protection.

The regulations stipulate that, upon official publication in the gazette to activate enforcement, all dogs exceeding three months of age must be registered with the corporation under a compulsory licensing system designed to promote accountable pet ownership and prevent unchecked risks to residents.

The licensing process demands the submission of a current anti-rabies vaccination certificate duly issued by a licensed veterinarian, ensuring that registered pets meet essential health standards, with each license granted validity for a period of one full year commencing from the date of initial registration or subsequent renewal.

By establishing this structured framework of mandatory compliance, fines, legal repercussions, and potential animal seizure, the municipal corporation demonstrates a firm commitment to fostering responsible pet management practices while prioritising the well-being and security of the community against the hazards posed by uncontrolled or aggressive canines.
