CM Fadnavis Highlights Opportunity To Transform Financial Sector Through Agentic AI, Quantum Technology
Fadnavis highlights emerging technologies as financial sector growth opportunities.
Maharashtra Chief Minister Devendra Fadnavis on Wednesday highlighted the potential of Agentic AI, tokenisation and quantum technology to transform the financial sector, with a focus on expanding access to financial services for citizens, farmers, women entrepreneurs, startups and MSMEs. Speaking at the Global Fintech Fest 2026, he outlined the state's plans to use emerging technologies to strengthen financial inclusion and create new economic opportunities.
Fadnavis noted that Maharashtra had expressed its intention at last year's Global Fintech Fest to become India's first "Tokenised State." Moving in that direction, the state government has begun drafting the Maharashtra Digitisation and Exchange of Land Token Asset Act, or DELTA Act. The proposed legislation is intended to create a legal framework for blockchain-based tokenisation of land and real estate assets, with experts from SEBI, BSE, NSE, industry, technology, law and academia involved in the drafting process.
The Chief Minister highlighted tokenisation as a way of unlocking capital held in traditionally illiquid assets such as real estate. He linked the technology with greater transparency, liquidity and potential economic growth, while positioning Mumbai as an emerging global fintech centre. Referring to this year's Global Fintech Fest theme, "Potential of Impact", Fadnavis stressed that technological capabilities need to be converted into practical benefits, particularly by widening access to credit, investments, ownership rights and financial information.

Fadnavis also outlined how Agentic AI could support individuals and businesses by providing personalised financial assistance. He envisaged AI tools helping entrepreneurs assess their financial requirements and identify suitable solutions, while farmers could receive financial guidance in their preferred languages. At the same time, he emphasised that human beings must retain ultimate control over AI-driven systems and decisions.
Highlighting Maharashtra's existing strengths, the Chief Minister pointed to Mumbai's large financial ecosystem, Pune's technology talent and Navi Mumbai's growing data infrastructure and connectivity. He invited companies and innovators to use Maharashtra as a real-world testing ground for solutions in agriculture, MSMEs, healthcare, urban development, mobility, financial inclusion, fraud prevention and public finance management. He also highlighted the state's expanding ecosystem of startups, data centres, Global Capability Centres and universities.
Fadnavis reiterated Maharashtra's ambition to become a major testing ground for next-generation fintech solutions and contribute to Mumbai's emergence as a global fintech capital. During the event, agreement documents were also exchanged in the presence of the Chief Minister between the Mumbai Metropolitan Region Development Authority, SEBI, the National Stock Exchange and the Enforcement Directorate concerning their expansion in the Bandra Kurla Complex.
