CM Fadnavis Announces 10,000 Dharavi Homes Handover Plan In 18 Months
Dharavi redevelopment promises 10,000 homes within 18 months.
Maharashtra Chief Minister Devendra Fadnavis has announced that the first phase of the Dharavi Redevelopment Project, involving around 10,000 rehabilitation homes, will be completed within the next 18 months. The keys to these homes are expected to be handed over in an event attended by the Prime Minister, according to the Chief Minister’s statement in the Maharashtra Assembly.
Speaking in the Assembly, Fadnavis said the Dharavi redevelopment initiative was not limited to providing housing but was aimed at improving living conditions, infrastructure and economic opportunities in one of Mumbai’s most densely populated areas. He described the project as a major urban transformation effort designed to integrate Dharavi’s residential and commercial activities into a more organized development framework.
Fadnavis said residents who meet the eligibility criteria under the 2000 cut-off year would be rehabilitated within Dharavi itself. He added that people who are not eligible under the criteria or whose properties do not fall within the redevelopment area would also be provided housing, with such beneficiaries expected to receive homes in locations near Dharavi.

Under the redevelopment plan, eligible residents will receive 350-square-foot rehabilitation homes in Dharavi. Those covered under the extended 2011 eligibility criteria will also be accommodated after paying the prescribed charge of Rs 2.5 lakh. The government has stated that affected residents will not be shifted to distant locations and that rehabilitation options will remain close to the existing community.
The Dharavi Redevelopment Project covers nearly 600 acres in central Mumbai and includes redevelopment of residential, commercial and industrial spaces. The project began in January 2025 and is expected to involve around 95 million square feet of rehabilitation construction along with approximately 130 million square feet of commercial development. Around 1.6 lakh residential and industrial units are expected to be covered under the initiative.
Fadnavis also said the state government has identified 19 cluster redevelopment projects across Mumbai, including areas such as Juhu Galli, Behrampada and Antop Hill, as part of a wider urban renewal strategy. The Dharavi project is being implemented through a Special Purpose Vehicle under a public-private partnership between the Maharashtra government and the Adani Group. The government has described the redevelopment as a key step toward creating a more developed Mumbai and transforming Dharavi into a future economic hub.
