Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday called for revolutionary changes in governance systems and institutions to meet people's aspirations and make better use of emerging technologies such as Artificial Intelligence. Addressing a Mission Karmayogi workshop organised by the Capacity Building Commission in Vijayawada, he stressed the need to integrate technology, leadership and policies while upgrading skills, universities and innovation to strengthen governance and public service delivery.
Naidu said the next 20 years would be crucial for India's development and urged government employees to continuously upgrade their skills through capacity-building programmes. He said India has opportunities arising from advanced technologies, a talented young population and growing aspirations, but strengthening governance systems and institutions would be essential to meet these expectations. He cited Prime Minister Narendra Modi's journey from a tea vendor at a railway station to becoming Prime Minister as an example of capacity building.
The Chief Minister said the iGOT-Mission Karmayogi initiative launched through the Capacity Building Commission was aimed at ensuring continuous skill development among government employees. He emphasised that officials at all levels, from the state administration to the grassroots, should undergo regular training to improve the quality of public services. He also congratulated the Andhra Pradesh government machinery for completing two crore courses through the iGOT Karmayogi portal, helping the state secure the first position nationally in capacity building.

Naidu further stressed that technology, administrative procedures and coordination among government departments must work together to improve public service delivery. He said continuous information-sharing between departments could enable faster decision-making and help officials identify and address problems before they develop into crises. He also highlighted the role of government employees during natural disasters, festivals and major public programmes, appreciating their contribution to public service despite the demands it can place on their personal and family time.
Andhra Pradesh was recognised as the top-performing state nationally in capacity building among government employees under the Mission Karmayogi initiative. Naidu presented the award to Finance Department Principal Secretary Piyush Kumar and Andhra Pradesh State Development Planning Society Executive Director Alaparthi Venkateswara Rao. Awards were also presented to Karnataka, which secured second place, and Odisha, which stood third, for their performance in capacity building.
Capacity Building Commission Chairperson Radha Chauhan said advanced technologies such as Artificial Intelligence had increased the need to further enhance the capabilities of government officials. She said "Nagarik Devo Bhava", or treating the citizen as divine, had become a guiding principle for both Central and state governments, requiring employees to align their conduct, administrative capabilities, performance and skills accordingly. Chauhan also highlighted initiatives such as 'Unnati' and said regional workshops provide opportunities for governments and training institutions to exchange best practices and strengthen administrative capabilities.
