Centre Convenes DGP Conference To Assess Demographic Changes And Infiltration Risks

Centre reviews demographic shifts and infiltration at DGP meet.

The Union Ministry of Home Affairs (MHA) will hold a high-level meeting on July 9 with Directors General of Police (DGPs) from all states and Union Territories to review issues related to demographic change and illegal infiltration across the country. The meeting will also include senior officials from the ministry and will be conducted in a hybrid format, officials said.

According to officials, the discussions will focus on identifying regions where significant demographic shifts have been reported and examining the underlying factors contributing to such changes. The agenda also includes strengthening mechanisms to detect illegal infiltrators, improving coordination between the Centre and states, and reviewing procedures for deportation and enforcement action.

The meeting is part of a broader effort by the Centre to develop a more systematic and data-driven understanding of population changes across India. Officials said the government aims to assess the scale, causes and implications of such demographic shifts, particularly in relation to internal security, public services and regional development.

As part of this initiative, a high-level committee headed by former Supreme Court judge Justice (Retd) Prakash Prabhakar Navlekar has already been constituted. The committee is working on a structured framework to collect inputs from states and Union Territories on various demographic indicators, including population growth patterns and migration-related changes.

A detailed questionnaire prepared by the committee is being circulated to state governments and Union Territories. It seeks information on district-wise demographic changes, trends in fertility and mortality, instances of illegal immigration, and the impact of such shifts on infrastructure and governance. Officials said the data will help build a comprehensive national assessment.

The findings from the questionnaire and the deliberations of the upcoming DGP-level meeting are expected to feed into a consolidated report aimed at guiding future policy decisions. The Centre has indicated that improving coordination between agencies will be key to addressing challenges linked to illegal immigration and managing demographic transitions effectively.
