Bihar Paper Leak Cases Get Special Courts As Patna HC Moves For Faster Trials

The Patna High Court has announced the establishment of three special fast-track courts in Bihar to deal exclusively with cases related to paper leaks, cheating, impersonation, and other unfair practices in public examinations. The decision is aimed at ensuring quicker trials and preventing examination-related cases from remaining pending for prolonged periods. The move comes as authorities continue efforts to strengthen the legal framework against malpractices that undermine the credibility of competitive and public examinations.

The special courts will function under the provisions of the Public Examination (Prevention of Unfair Means) Act, 2024, which was enacted to address unfair practices in examinations and introduce stricter action against offenders. These courts will focus only on cases registered under the Act, allowing judicial proceedings to move faster compared with regular court processes where cases often compete for priority. According to the Patna High Court’s decision, the three dedicated fast-track courts will be established in Patna, Lakhisarai, and Purnea. Each court will be headed by a judicial officer with the rank of District Judge or Additional District and Sessions Judge, ensuring that cases are handled by experienced judicial authorities.

Gaurav Singh has been appointed to preside over the special court in Patna, while Seema Bhartiya will head the court established in Lakhisarai. Thakur Aman Kumar has been assigned responsibility for overseeing the fast-track court in Purnea. The appointments are part of the High Court’s broader effort to create a specialised mechanism for dealing with examination-related offences. The High Court has issued specific directions to ensure that these cases are resolved quickly. Once a chargesheet is filed, the cases must be heard on a day-to-day basis instead of being delayed through lengthy gaps between hearings. The court has further instructed that all possible efforts should be made to complete trials and pronounce judgments within three months.

The creation of special courts is expected to bring greater efficiency to the judicial process by reducing delays and ensuring that accused individuals face timely legal proceedings. With the establishment of these three fast-track courts, Bihar is set to adopt a more focused approach towards tackling examination fraud.
