Assam Tables Uniform Civil Code Bill in State Assembly
Assam government tables Uniform Civil Code bill in the state assembly on Monday.
Dispur in Assam witnessed a significant legislative development on Monday as the state government tabled the Uniform Civil Code bill in the assembly. Parliamentary Affairs Minister Atul Bora introduced the bill on behalf of Chief Minister Himanta Biswa Sarma amid protests from opposition MLAs who urged the speaker not to allow its introduction. The Assam Cabinet had approved the draft of the Uniform Civil Code last week. The move comes ahead of the first session of the newly elected Assam Legislative Assembly, with the current session extended by one day till May 27. Discussion on the bill is expected to take place on Tuesday.
The proposed Uniform Civil Code in Assam focuses on key areas, including fixing a uniform minimum age for marriage, abolition of polygamy, inheritance rights for women, and regulation of live-in relationships. It also includes provisions for compulsory registration of marriages and divorces. The legislation aims to enforce a unified set of personal laws governing marriage, divorce, inheritance, and adoption for all citizens irrespective of their faith. Government sources emphasized that the bill seeks to address long-standing social issues while promoting equality. Tribal communities in both hill and plain regions of the state will be exempted from its provisions.
Assam is poised to become the third state after Uttarakhand and Gujarat to table and potentially pass a Uniform Civil Code bill. Chief Minister Himanta Biswa Sarma has been a vocal advocate for the code, presenting it as a step towards social reform and gender justice. The bill’s introduction has sparked intense political debate within the assembly, reflecting differing views on personal laws in India’s diverse society. Opposition parties have raised concerns about the timing and implications of the legislation during the proceedings.

The Uniform Civil Code is a long-debated proposal in India aimed at replacing religion-based personal laws with a common set of rules applicable to all citizens. Currently, matters such as marriage, divorce, inheritance, adoption, and maintenance are governed by religious scriptures specific to different communities. Article 44 of the Indian Constitution directs the state to endeavor towards securing a uniform civil code throughout the country. Articles 25 to 28 guarantee religious freedom while allowing communities to manage their own affairs.
The Assam government maintained that the code will bring greater clarity and fairness in family matters without interfering with the cultural identities of exempted groups. The development is being closely watched across the country as other states consider similar measures. Implementation of the UCC in Assam could set a precedent for how states balance uniformity with respect for diversity in personal laws. Authorities have assured that the bill will undergo thorough discussion before any final decision.
This legislative step reflects ongoing efforts to modernize family laws in India amid evolving social norms. As the assembly prepares for detailed deliberations, the outcome could significantly influence future policies on personal laws in other parts of the country. The Assam government’s initiative has reignited national conversations about the balance between tradition and progressive reforms in civil matters.
