Assam Secures NABARD Loan to Fast-Track Development in Key Districts

Assam cabinet approves ₹115.11 crore NABARD loan for infrastructure in four districts.

The Assam cabinet on Saturday approved a ₹115.11-crore loan from the National Bank for Agriculture and Rural Development (NABARD) to accelerate infrastructure and development projects in four districts—Karbi Anglong, West Karbi Anglong, North Cachar Hills (Dima Hasao), and Tinsukia. The decision is expected to significantly improve basic amenities and public infrastructure, particularly in regions facing developmental challenges.

Announcing the decision, Public Health Engineering Minister Jayanta Malla Baruah said the NABARD loan would help speed up critical works related to water supply, roads, and other essential services. He emphasised that the move reflects the state government’s focus on balanced regional development, especially in hill and remote districts that have historically lagged behind.

In a major governance reform, the cabinet also approved amendments to the Assam Land and Revenue Regulation, 1886. The changes will allow for digital hearings, electronic submission of documents, and technology-driven service delivery. According to Baruah, this reform will reduce case pendency, enhance transparency, and provide legal backing to electronic proceedings, aligning Assam with the National Incentive Framework and making the state eligible for incentives of up to ₹150 crore.

The cabinet further cleared the settlement of 732 proposals for government khas and ceiling surplus land in Kamrup (Metro) district under Mission Basundhara 3.0. These settlements are aimed at benefiting indigenous and landless families by providing secure land tenure for homestead purposes, thereby encouraging housing investment and social stability.

Another significant decision involved amendments to the Assam Police Manual, allowing personnel from both armed and unarmed branches to appear for promotion to the rank of Assistant Sub-Inspector (ASI). The move is intended to promote merit-based career progression and improve overall policing efficiency across the state.

Additionally, 168 proposals under Mission Basundhara 2.0 were approved for the settlement of government land in Kamrup (Metro) district after the realisation of the applicable settlement premium. Together, these decisions underline the Assam government’s push towards infrastructure growth, administrative reforms, and inclusive development.
