The Assam government has temporarily suspended the land survey process for a proposed satellite township near the upcoming Tata Group semiconductor manufacturing facility in the Morigaon district following strong opposition from tribal organizations and local residents. The move comes amid concerns raised by members of the Tiwa and Bodo communities over possible displacement and alleged threats to tribal land rights in the region surrounding Jagiroad, where the large-scale semiconductor project is currently under development. The decision was announced after protests intensified in several villages affected by the proposed township plan.
The proposed satellite township was linked to rehabilitation and resettlement measures associated with the semiconductor project, which is being projected as one of the largest industrial investments in Northeast India. While many residents welcomed the Rs 27,000 crore semiconductor facility for its expected economic benefits and employment opportunities, resistance emerged over fears that local tribal populations could lose ancestral land under the township expansion. Community groups alleged that protected tribal belt areas could be affected if land acquisition activities continued without wider consultation and safeguards.
According to an official order issued by Morigaon District Commissioner Anamika Tewari, the ongoing land survey connected to the rehabilitation and resettlement exercise has been cancelled with immediate effect. The administration said the decision was taken after objections were received from several organizations and villagers regarding the survey process. Authorities had earlier initiated survey activities in Sindhisar and Naladhara villages under the Gobha Tribal Belt to assess land requirements for the proposed township near the industrial project site.

The suspension follows a series of protests led by local tribal organizations, including the All Tiwa Students' Union, which demanded that the township proposal be completely withdrawn. Protesters claimed that Indigenous communities living in protected areas could face eviction if the project proceeds further. Demonstrations were held in multiple villages over the past few days, with community members alleging that the government had not adequately addressed concerns related to land ownership, rehabilitation policies, and the long-term social impact of the proposed expansion.
Despite the controversy surrounding the township proposal, the Tata semiconductor plant at Jagiroad continues to be viewed as a landmark industrial initiative for Assam and the broader Northeast region. The facility is expected to manufacture nearly 48 million semiconductor chips daily once operational and is considered a significant part of India’s broader semiconductor manufacturing ambitions. The project is also expected to generate large-scale employment opportunities and attract related industries and infrastructure investments to the region in the coming years.
The latest development highlights the ongoing challenge faced by governments in balancing industrial expansion with the protection of indigenous land rights and community interests. Tribal organizations have urged the Assam government to ensure that development projects do not compromise constitutional protections provided to communities living in tribal belt areas. State authorities are expected to hold further discussions with local stakeholders before taking any decision on the future of the proposed satellite township and related rehabilitation measures near the semiconductor facilities.
