Assam CM Himanta Biswa Sarma Outlines Long-Term Plan To Tackle Recurring Floods

Assam Chief Minister Himanta Biswa Sarma on Saturday announced that the state government is preparing a comprehensive rehabilitation plan for families affected by floods, with a focus on long-term recovery and strengthening the state’s ability to withstand recurring flooding. Addressing the 80th Independence Day celebrations in Guwahati, Sarma said the government was moving beyond immediate relief efforts towards rehabilitation, reconstruction and improved flood resilience.

Sarma said a rapid digital assessment of flood damage would be undertaken to accelerate reconstruction and ensure assistance reaches affected families without unnecessary delays. The proposed rehabilitation package will focus on restoring essential household and livelihood assets damaged by floods. Eligible families will receive assistance for repairing houses and restoring livestock, poultry, tube wells, looms and textiles affected during the floods.

The Chief Minister also announced a loan repayment moratorium for flood-affected families to help ease immediate financial pressure while they rebuild their livelihoods. He stressed that rehabilitation would extend beyond the restoration of physical assets and economic activities. Support would also be provided to affected schools and students to minimise disruptions to education and ensure that children’s academic prospects are not adversely affected by recurring floods.

Sarma maintained that the government’s response would focus on helping affected families return to normal life rather than being limited to emergency relief. He said the administration was working with urgency to support communities affected by the latest floods. The approach, he added, would combine immediate assistance with longer-term measures aimed at reducing the economic and social impact of repeated flooding across the state.

The Chief Minister said Assam’s long-term flood management strategy would increasingly rely on modern technology, stronger infrastructure and improved early-warning systems. Reliable forecasting and timely alerts, he noted, would help authorities and communities prepare in advance and reduce the impact of future floods. The strategy comes against the backdrop of Assam’s recurring flood crisis, which regularly affects homes, infrastructure, agriculture and livelihoods.

Earlier in the day, Sarma paid floral tributes to martyrs at Shraddhanjali Kanan in Guwahati on Independence Day. He described the occasion as an opportunity to remember the sacrifices of patriots and reaffirm the commitment to building a stronger Assam. The proposed rehabilitation measures form part of the state government’s broader effort to improve flood preparedness while supporting families and communities recovering from repeated natural disasters.
