Assam Announces Massive ₹50,000-Crore Package Targeting Education, Health, And Roads
Assam clears ₹50,000-crore development package.
The Assam Cabinet has approved the framework for a Rs 50,000-crore development package aimed at accelerating capital-intensive projects and strengthening infrastructure and welfare services across the state, Chief Minister Himanta Biswa Sarma announced following Sunday's cabinet meeting at Lok Sewa Bhawan. The package operationalises the plan Sarma first unveiled on Independence Day and is designed to touch nearly every major area of public life, from healthcare and education to roads, power, and women's welfare.
A significant share of the funding is earmarked for public infrastructure. The government has set aside roughly Rs 700 crore to upgrade nearly 1,000 high schools across the state, alongside broader allocations for constructing and strengthening schools and colleges and expanding student welfare programmes. The plan also provides for around 6,000 new Anganwadi centres, intended to replace ageing facilities and improve services available to children and mothers, part of a wider push to strengthen primary healthcare delivery at the community level.
Women's welfare features prominently in the package, with dedicated funding for women's markets and hostels across the state. The government has also committed a substantial portion of the outlay to strengthening anti-flood embankments, a long-standing priority given Assam's annual exposure to devastating floods, along with continued investment in housing for tea garden workers, road connectivity, and electricity networks.

On financing, officials said around Rs 30,000 crore of the total package is expected to be mobilised through funding from the National Bank for Agriculture and Rural Development (NABARD), while the remaining Rs 20,000 crore is projected to come from the state's own resources, primarily through higher revenue collection. Additional support is also expected to be drawn from various Central government schemes, according to the announcement. Beyond the core package, the Cabinet also cleared several related capital projects during the same meeting.
These include Rs 600 crore for a proton beam therapy facility at Gauhati Medical College and Hospital, which the Chief Minister said would make it the first such facility within India's public healthcare system and only the third in the country across both public and private hospitals. The Cabinet additionally approved a 30 MW solar power project with 25 MW of battery storage capacity in Goalpara, along with land allocations for new industrial estates in multiple locations, underscoring the government's stated focus on pairing welfare spending with longer-term capital investment across the state.
