Angry Sector 23A Residents Question MCG Over Continued Illegal Waste Dumping In Gurugram

Residents of Sector 23A have raised concerns over the continued dumping of municipal waste near their homes, saying the temporary arrangement introduced on September 11 has continued beyond the deadline assured by the Municipal Corporation of Gurugram (MCG). Residents said the civic body had initially assured them that the site would be used temporarily and that the accumulated waste would be cleared within around 10 days. More than three weeks later, they said fresh waste continues to arrive at the site, raising concerns over sanitation, foul odour and the impact on the residential neighbourhood.
The dumping began after development work was taken up at the secondary collection point (SCP) in Carterpuri, forcing the MCG to temporarily divert waste from the area. Residents said the site in Sector 23A, located close to residential areas, was not expected to become a prolonged dumping point. The issue had already triggered objections earlier in September, when residents confronted officials over the use of a vacant Haryana Shehri Vikas Pradhikaran (HSVP) plot for waste disposal. MCG officials had said the diversion was necessary while renovation work was under way at the Carterpuri collection point.
Residents said the temporary arrangement has created an increasingly difficult situation as garbage continues to accumulate. Bhawani Shankar Tripathi, a Sector 23A resident, said the dumping area had expanded considerably, with tractor-trolleys and smaller garbage vehicles occupying a significant portion of the road. He also alleged that the MCG had initially indicated September 30 as the date by which the site would be cleared before shifting the deadline to October 2. Residents have complained of foul smell from fresh waste being dumped near their homes and said the continued accumulation has added to existing sanitation concerns in the sector.

The issue has also prompted residents to question whether the arrangement being followed on the ground matches assurances given by the civic body. At a September 11 meeting, senior MCG officials said waste from Carterpuri would be diverted to Beri Wala Bagh. Earlier reports also indicated that waste from both Carterpuri and Khandsa secondary collection points was being diverted to Beri Wala Bagh because development work was under way at the two facilities. Residents of Sector 23A, however, said the continued use of their neighbourhood site showed that the intended diversion and clearance arrangements had not resolved the problem.
The dispute has previously led to direct protests at the site. On September 27, residents formed a human chain and temporarily stopped garbage-laden vehicles from entering the Sector 23A dumping area after accumulated waste remained uncleared for more than 24 hours. The protest ended after an MCG sanitation inspector assured residents that the accumulated garbage would be removed. An MCG official subsequently said waste was being cleared regularly and that fresh garbage brought to the site would be removed the same day. The latest complaints indicate that residents remain dissatisfied with the continuation of the temporary arrangement.
The MCG has maintained that the dumping site was only a temporary measure linked to the renovation of the Carterpuri SCP. An official told Hindustan Times that development work at the Carterpuri facility was almost complete and that the Sector 23A dumping site would be cleared within the following week. The continuing dispute nevertheless highlights concerns over waste collection, temporary disposal arrangements and the availability of functional waste-processing infrastructure in Gurugram. With residents seeking an end to the dumping near their homes, the focus now remains on when the Carterpuri facility will become operational and when the Sector 23A site will finally be cleared.
