Andhra Pradesh Cabinet Passes Resolution Seeking Legal Sanctity for Amaravati

The Andhra Pradesh Cabinet on Thursday approved a resolution urging the Union Government to grant legal sanctity to Amaravati as the state’s capital. The resolution is set to be tabled in a special session of the Legislative Assembly on March 28. The move aims to amend Section 5 of the Andhra Pradesh Reorganisation Act, 2014, to formally recognize Amaravati as the permanent capital.
Presided over by Chief Minister N. Chandrababu Naidu, the Cabinet discussed the resolution in a four-hour debate before approving it. The government also decided to incorporate the word “Amaravati” in place of “new state capital” in the Capital Region Development Authority (CRDA) Act. Naidu had previously requested the Centre to provide legal recognition to Amaravati, and the Union Government asked the state to adopt a formal resolution to avoid future legal or technical complications.
Once the state Assembly passes the resolution, it will be forwarded to the Union Cabinet for approval. Following this, an announcement declaring Amaravati as the official capital of Andhra Pradesh is expected during the current parliamentary session. Farmers who had provided land for the development of the capital have also demanded statutory recognition for Amaravati.

Chief Minister Naidu had met Union Home Minister Amit Shah in New Delhi in January to push for legal sanctity for Amaravati, emphasizing that formal legislative recognition would ensure policy certainty, accelerate development, and strengthen investor confidence. He urged the Centre to introduce a Bill in Parliament to grant statutory status, highlighting its importance for the state’s long-term growth and stability.
The resolution marks a revival of Amaravati’s development as the state capital following the TDP-led coalition government’s return to power in 2024. The city’s construction had been relaunched by Prime Minister Narendra Modi last year, resuming plans originally initiated in 2015 when the TDP was previously in power. Development had stalled after the YSR Congress Party came to power in 2019, which proposed creating three state capitals, with Amaravati serving only as a legislative capital.
The Cabinet’s approval signals the state government’s commitment to restoring Amaravati’s status and providing legal certainty for its development as the permanent seat of governance in Andhra Pradesh.
