Amit Shah Unveils Bold Cooperative Policy for 2025
New Policy Aims to Transform India’s Cooperative Sector
Union Home and Cooperation Minister Amit Shah launched the National Cooperative Policy 2025 on Thursday at Atal Akshay Urja Bhawan, heralding a transformative era for India’s cooperative sector. Replacing the 2002 policy introduced under the Vajpayee-led government, this new framework aims to establish professionally managed, financially independent cooperative organizations in every village, aligning with the vision of “Sahkar se Samriddhi” (Prosperity through Cooperation).
Shah emphasized that cooperatives are on par with the corporate sector, including in taxation, and urged state governments to swiftly implement the policy to drive India toward its goal of becoming a developed nation by 2047. “Our mission is to ensure at least one cooperative in every village, connecting 50 crore people to this movement,” Shah declared, highlighting the policy’s ambition to foster transparency, technological integration, and job creation, particularly in rural areas.
Drafted by a 48-member committee led by former Union Minister Suresh Prabhakar Prabhu, the policy incorporated over 750 stakeholder suggestions and extensive consultations with the RBI and NABARD. Shah noted that the policy is “far-sighted, practical, and result-oriented,” designed to modernize the cooperative ecosystem and make it a cornerstone of India’s economic growth. The Ministry of Cooperation, established four years ago, has already impacted 31 crore people through 8.4 lakh cooperative societies, and this policy aims to further amplify its reach.

The minister expressed confidence that the policy will help India become the world’s third-largest economy by 2027, reinforcing the sector’s role in grassroots development. The launch, attended by key cooperative leaders and officials, marks a significant step toward realizing the vision of a “Viksit Bharat” by 2047, with cooperatives as vital engines of inclusive prosperity.
