Amit Shah to Table Unified CAPF Administration Bill in Rajya Sabha on Monday

The bill seeks to unify recruitment, promotion and deputation rules across all central paramilitary forces.

The centre is set to introduce a unified legal framework for Central Armed Police Forces (CAPFs), with Union Home Minister Amit Shah scheduled to table the Central Armed Police Forces (General Administration) Bill, 2026, in the Rajya Sabha on Monday. The proposed legislation aims to streamline recruitment, deputation, and promotion processes across various CAPFs.

According to the official List of Businesses, the Bill seeks to bring uniformity in administrative procedures governing key forces, including the Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB). At present, each of these forces operates under its own Act, leading to variations in service conditions and administrative structures.

The proposed law is expected to address long-standing issues related to cadre management, inter-force coordination, and service-related disputes. By introducing a common administrative framework, the government aims to enhance operational efficiency and ensure consistency in policies affecting personnel across all CAPFs.

A key aspect of the bill is the retention of the Indian Police Service (IPS) deputation structure within CAPFs. This provision is likely to maintain the current system where IPS officers are appointed to senior leadership roles in these forces, even as efforts are made to streamline internal promotion pathways for cadre officers.

The move comes amid ongoing discussions over improving governance and reducing friction between cadre officers and deputed IPS officers. The unified law is expected to provide clarity on roles, career progression, and administrative control, thereby minimising conflicts and improving morale within the forces.

If passed, the legislation could mark a significant reform in the management of India’s paramilitary forces, aligning their administrative processes while preserving their operational autonomy. The government has indicated that the bill is part of broader efforts to modernise internal security institutions and strengthen coordination across forces.
