Amit Shah Announces Creation of Bureau of Port Security for Vessels and Ports

Centre establishes Bureau of Port Security for vessel and port facility protection with cybersecurity focus.

The Central government has decided to establish the Bureau of Port Security (BoPS), a statutory body aimed at enhancing the security of vessels and port facilities across the country. The move is intended to strengthen India’s maritime infrastructure against emerging security threats, including cyber risks. Officials said the bureau will focus on timely analysis, collection, and exchange of security-related information.

The decision was taken during a high-level meeting convened by Union Home Minister Amit Shah on Friday. The meeting was attended by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal and Civil Aviation Minister Ram Mohan Naidu. The discussions underscored the growing need for a dedicated security framework for ports and shipping operations.

Modelled on the Bureau of Civil Aviation Security (BCAS), the Bureau of Port Security will function under the Ministry of Ports, Shipping and Waterways. It will be responsible for regulatory oversight and enforcement of security norms at ports and on vessels. The bureau is expected to play a key role in aligning India’s maritime security with international standards.

According to officials, the BoPS will be headed by a Director General at the rank of an IPS officer (Pay Level-15). During a one-year transition period, the Director General of Shipping (DGS/DGMA) will also serve as the Director General of the newly formed bureau. This arrangement is intended to ensure continuity and smooth implementation.

With increasing global trade, digitalisation of port operations, and geopolitical challenges, the establishment of the Bureau of Port Security marks a significant step in strengthening India’s maritime safety framework. The government believes the new body will enhance coordination among agencies, improve preparedness, and safeguard critical port infrastructure from both physical and cyber threats.
