23 parties challenge SIR, raise Election Commission concerns

Twenty-three political parties along with Independent MP Kapil Sibal have jointly written to Chief Justice Surya Kant, raising concerns over the Election Commission’s Special Intensive Revision (SIR) exercise, its implementation framework, and broader issues related to electoral governance and administrative oversight in the country marking a coordinated political move on electoral governance concerns ahead of possible legal scrutiny.

According to the contents referenced by party representatives, the letter flags concerns related to the Special Intensive Revision (SIR) process undertaken by the Election Commission of India, which involves systematic updates and verification of electoral rolls along with questions on procedural transparency, administrative consistency, and institutional functioning. The signatories have sought attention from the highest judicial office on matters they believe have wider implications for the integrity of electoral management and institutional reliability concerns at the national level and which is widely considered a key administrative exercise affecting voter registration accuracy and electoral preparedness across jurisdictions.

Congress general secretary Jairam Ramesh confirmed the development in a post on X, stating that the Opposition remains united under the banner “SURE” — Solidarity, Unity and REsistance. He said the coordinated effort reflects shared concerns among multiple parties regarding election-related processes and that the collective representation marks a unified political position on the issues raised underscoring coordination among opposition parties on institutional concerns within the INDIA bloc framework.

Ramesh further stated that the decision to submit a joint letter was taken during a meeting of the INDIA janbandhan held on June 8, 2026, where participating parties discussed concerns related to the SIR process and agreed to approach the Chief Justice of India with a consolidated representation regarding the matter. He noted that 21 political parties initially participated in the meeting where it was agreed to approach the Chief Justice of India with a consolidated representation regarding the SIR process and related electoral matters in the formal communication process reflecting ongoing discussions within the broader opposition alliance on electoral reforms and accountability mechanisms.

Trinamool Congress leader Derek O’Brien also confirmed that additional parties including the Aam Aadmi Party and the Dravida Munnetra Kazhagam (DMK) were among the signatories to the letter highlighting an expanding list of opposition alignment on the issue. He highlighted the expanding nature of the support indicating that multiple opposition constituents had aligned on the issue and endorsed the joint communication signalling increasing convergence among opposition groups on the issue as part of the joint representation.

Sources indicated that the letter also raises broader concerns regarding the functioning of the Election Commission beyond the SIR exercise alone including questions on institutional autonomy and procedural safeguards. Opposition parties including the Congress and several allies have in recent months questioned aspects of electoral administration calling for greater transparency, accountability, and clarity in processes that govern voter list revisions and related institutional procedures highlighting calls for stronger oversight mechanisms and improved procedural transparency in electoral administration amid ongoing electoral integrity debate.
