The Tamil Nadu State Environment Impact Assessment Authority (SEIAA) has revoked the environmental clearance granted to Brigade Enterprises for its proposed Rs 2,000-crore residential project in Perumbakkam, dealing a major setback to one of the largest planned housing developments in Chennai's southern suburbs. The project, comprising around 1,400 housing units, has been the subject of sustained environmental and legal scrutiny due to its proximity to the ecologically sensitive Pallikaranai marshland.

According to the SEIAA order, the environmental clearance was withdrawn after authorities found that the project proponent had allegedly commenced construction activities without obtaining mandatory permission from the Tamil Nadu State Wetland Authority. The action followed a communication from the Principal Chief Conservator of Forests and Member Secretary of the Wetland Authority, who highlighted non-compliance with a key condition attached to the clearance granted in January.

The authority noted that Condition No. 9 of the environmental clearance explicitly required the developer to secure approval from the Wetland Authority before beginning any construction work, wherever applicable. SEIAA concluded that this requirement had not been fulfilled and stated that the violation warranted revocation of the environmental clearance. The order also referred to another condition warning that failure to comply with stipulated norms could result in withdrawal of approval and action under the Environment Protection Act.

The proposed residential project has faced strong opposition from environmental groups, which argue that the site forms part of the broader Pallikaranai marsh ecosystem, sections of which have been designated as a Ramsar site of international importance. Activists have maintained that large-scale construction in the area could adversely affect flood mitigation, groundwater recharge and biodiversity conservation, increasing environmental risks for the rapidly urbanising region.

The controversy has also seen legal and political developments over the past several months. The Madras High Court had earlier ordered a halt to construction following a petition filed by an AIADMK functionary challenging the legality of the project's approvals. The issue additionally sparked political debate, with allegations that planning permissions had been granted despite the land falling within a wetland management zone, claims that the state government had denied.

Brigade Enterprises has consistently maintained that the project is being developed on privately owned patta land and complies with applicable regulations, rejecting allegations of wetland encroachment. However, the company has not issued a fresh statement following the SEIAA's latest order. The revocation of environmental clearance is expected to significantly impact the future of the proposed housing project while reigniting discussions on balancing urban development with environmental protection in Chennai's expanding suburbs.
