The World Health Organisation (WHO) has convened a high-level emergency meeting following its declaration of an Ebola outbreak in the Democratic Republic of Congo (DRC) and Uganda as a Public Health Emergency of International Concern (PHEIC), its highest level of global alert. The decision comes amid growing concern over the spread of the disease and the challenges posed by a less-studied strain of the virus.
The emergency meeting was called shortly after the WHO’s formal declaration, with the objective of issuing “temporary recommendations” for managing the outbreak. Health experts are focusing on the Bundibugyo strain of Ebola, which is considered one of the least researched variants of the virus, raising concerns about limited scientific understanding, as well as gaps in available vaccines and treatment protocols.
WHO Director-General Dr Tedros Adhanom Ghebreyesus described the situation as a “rare alignment” of events, underscoring the urgency of the outbreak and the need for coordinated international action. The classification of the outbreak as a global health emergency reflects fears that the virus could spread further if containment measures are not strengthened rapidly.According to Congo’s Health Minister Roger Kamba, more than 500 cases and 131 deaths have been reported across four health zones in the northeastern Ituri province.
Health authorities are continuing to monitor transmission chains and intensifying surveillance efforts in affected regions to prevent further spread of the virus. In neighbouring areas, including the eastern city of Goma, officials said that 189 contacts linked to a suspected case are currently under observation.
The region remains particularly sensitive due to ongoing security challenges, including areas influenced by armed groups, which complicate public health response and logistics. The WHO has warned that limited medical countermeasures for the Bundibugyo strain present a significant challenge for outbreak control.

Unlike more widely studied Ebola variants, the scarcity of targeted vaccines and therapeutics for this strain has heightened global concern, particularly among health systems in Africa already strained by multiple concurrent public health pressures. As the emergency meeting continues, global health officials are expected to finalise updated containment guidelines, including surveillance, vaccination strategies where applicable, and cross-border coordination measures. The evolving situation has placed renewed focus on preparedness mechanisms and the importance of rapid international cooperation in containing high-risk infectious diseases.
