US Sets Ambitious March Deadline for Russia-Ukraine Peace Accord

The United States is working toward an ambitious plan to secure a Russia-Ukraine peace agreement by March, according to sources familiar with the discussions. U.S. and Ukrainian officials have held several meetings to explore possible frameworks for ending the conflict. However, there is little consensus on critical issues. The proposed timeline is seen as optimistic. Many officials believe delays are inevitable.
Under the proposed framework, any peace deal would be put to a referendum by Ukrainian voters. National elections could be held at the same time, possibly in May. This idea has been discussed by U.S. and Ukrainian negotiators in recent talks. Ukraine, however, is currently under martial law. Organizing elections during wartime presents serious legal and logistical challenges.
U.S. negotiators have stressed the need to move quickly before political focus in Washington shifts. With U.S. congressional midterm elections approaching, officials fear reduced attention on foreign diplomacy. American representatives have urged Kyiv to act soon. Ukrainian leaders acknowledge the urgency. Still, they warn against rushing a fragile process.

A major obstacle to peace remains the issue of territory. Russia occupies about 20% of Ukraine, including parts of Donbas and Crimea. Moscow is demanding full control of the Donbas region. Security guarantees and infrastructure control also complicate negotiations. Ukraine insists on strong Western guarantees before accepting any deal. The fate of the Zaporizhzhia nuclear power plant remains unresolved. Russia claims control of the facility. Kyiv has rejected proposals that legitimize Russian occupation.
