US Secretary of State Marco Rubio has begun a high-stakes Middle East diplomatic tour, aiming to reassure Gulf allies amid growing concerns over a proposed $300 billion reconstruction fund linked to a recent US-Iran agreement. The visit comes at a sensitive moment, as regional partners question whether concessions in the deal could ultimately strengthen Iran’s military capabilities rather than stabilise the region.

Rubio arrived in Abu Dhabi late on Tuesday, launching a three-day Gulf tour focused on strengthening ties with key allies and addressing concerns surrounding President Donald Trump’s Iran deal. The agreement, reached last week following a four-month US-Israeli conflict with Iran, includes provisions for a large-scale reconstruction fund that has drawn scrutiny from US partners in the Gulf.

Speaking to reporters upon arrival, Rubio acknowledged that concerns over the agreement would be a central topic of discussion during his meetings. He said the issue of the $300 billion reconstruction fund and broader security implications for the region would be directly addressed with Gulf leaders. According to him, the talks would also cover additional strategic issues not explicitly included in the memorandum of understanding.

The proposed fund has become a major point of contention among US regional allies, who fear that Iran could potentially redirect reconstruction resources toward rebuilding its military infrastructure. Critics in Washington and allied capitals have also raised concerns that the scale of financial support may undermine efforts to contain Iran’s regional influence, especially after months of heightened military tensions.

Rubio’s diplomatic engagement also comes amid questions over his limited involvement in earlier stages of Iran-related negotiations. In recent weeks, much of the dialogue with Iranian officials was reportedly led by US Vice President JD Vance during talks held in Switzerland, leaving Rubio largely outside the initial negotiation framework. His current visit is therefore being viewed as an effort to reassert his role in shaping the US diplomatic stance.

As Rubio continues his regional tour, his statements and assurances will be closely monitored by both allies and political observers. His approach is expected to reflect a balancing act between maintaining strong Gulf partnerships and defending the terms of a deal that has already sparked sharp debate within US political circles, particularly among Republican lawmakers who argue that the agreement may amount to strategic overreach.
