Ukraine’s Top Negotiator Says Peace Talks With Russia Are Showing Signs Of Progress

A senior Ukrainian official has said that progress is being made toward a potential peace agreement with Russia, suggesting that negotiations to end the ongoing war may be moving closer to a resolution, even as the conflict continues on the ground.

Kyrylo Budanov, Ukraine’s chief negotiator in talks involving Russia and the United States, said in an interview that he believes both sides now recognize the need to end the war. Speaking to Bloomberg, he expressed cautious optimism, stating that ongoing discussions indicate a willingness to explore a settlement, though he acknowledged that key disagreements remain unresolved.

Budanov, a former head of Ukraine’s military intelligence who now serves in President Volodymyr Zelenskyy’s office, said the negotiations have reached a stage where the limits of acceptable compromises are becoming clearer. However, he declined to outline any possible territorial arrangements, calling it the most sensitive issue in the talks.

Despite his optimistic tone, Budanov noted that both Ukraine and Russia continue to hold firm “maximalist” positions, particularly on security guarantees for Kyiv and territorial control in eastern Ukraine. He added that meaningful progress would likely require broader involvement from international actors, including the United States and European countries.

According to Budanov, one of the few tangible outcomes of the ongoing negotiations has been the continued involvement of the United States as a mediator. He also pointed to prisoner exchanges as a rare area of cooperation that has helped bring Ukrainian detainees home, even as broader diplomatic efforts remain stalled.

While discussions continue, the war remains unresolved, with both sides sustaining heavy military and economic pressures. Analysts cited in the report noted that despite occasional temporary ceasefire proposals, such as brief pauses during Orthodox Easter, a comprehensive settlement still faces major political and strategic obstacles, leaving the path to peace uncertain.
