Ukraine’s Defence Shake-Up Explained Amid Leadership Changes

Ukrainian President Volodymyr Zelensky has ordered a major government reshuffle that includes the removal of Defence Minister Mykhailo Fedorov, a move that has triggered political debate and rare public protests at a time when Kyiv has been seeking stability amid its ongoing war with Russia. The reshuffle came as Ukraine appeared to have regained some momentum on the battlefield, with Ukrainian forces slowing Russian advances and increasing strikes on targets inside Russian territory. The sudden changes, however, surprised many observers and raised questions over the timing and political motivations behind the move.

Ukraine’s parliament approved the appointment of Sergiy Koretsky, the former head of state energy company Naftogaz, as the country’s new prime minister. Lawmakers also approved most members of his cabinet as part of the broader government restructuring initiated by Zelensky. However, the decision to remove Fedorov as defence minister has become the most controversial aspect of the reshuffle. Fedorov, who had been appointed less than a year earlier with a mandate to reform Ukraine’s military structures, was considered a prominent figure within the government.

His removal also followed criticism directed at Ukraine’s top military leadership, with Fedorov making strong remarks about the army’s command structure. The developments have sparked concerns among some opposition figures and analysts about the impact of the changes on Ukraine’s defence strategy. The reshuffle comes only six months after Fedorov took charge of the defence ministry and less than a year after Ukraine’s previous major government reorganisation. The timing has led to speculation over the reasons behind the move, especially as Kyiv faces continued pressure from the war.

Zelensky has provided limited details about the decision, saying only that the government needed to prepare the country for the upcoming winter season. He assigned Koretsky the responsibility of strengthening preparations, particularly in the energy sector, which has been heavily affected by Russian attacks. Ukraine has faced repeated strikes on its power infrastructure, with previous Russian campaigns damaging electricity networks and leaving millions of people without reliable heating and power during harsh winter conditions. Officials have warned that energy security will remain one of the biggest challenges in the coming months.

Opposition lawmaker Inna Sovsun described the reshuffle as unexpected, reflecting the surprise among political circles in Kyiv. Political analysts have suggested that the changes could also be linked to broader diplomatic and internal political calculations. Political expert Volodymyr Fesenko said the reshuffle may be connected to Zelensky’s plans involving key diplomatic appointments, including reports that former prime minister Yulia Svyrydenko could be considered for a role as Ukraine’s ambassador to the United States.

The government changes come as Ukraine continues efforts to maintain international support while preparing for another difficult winter. With Russia expected to target energy infrastructure again, Zelensky’s administration has placed emphasis on strengthening defence capabilities and ensuring the country’s resilience. While the new leadership team is expected to focus on military reform, energy security and wartime governance, the controversy surrounding the defence ministry change highlights the political challenges facing Ukraine as the war enters another critical phase.
