Tata Steel’s Scrap-Based EAF Plant Inaugurated in Ludhiana by CM Bhagwant Mann

Bhagwant Mann inaugurates Tata Steel’s Rs 3,200-crore green plant.

Punjab Chief Minister Bhagwant Mann on Friday inaugurated Tata Steel’s state-of-the-art scrap-based Electric Arc Furnace (EAF) facility at Hi-Tech Valley, Ludhiana, marking an investment of nearly Rs 3,200 crore. The facility is part of Tata Steel’s ongoing efforts to promote sustainable and low-carbon steel production.

Speaking at the inauguration, Mann said the Punjab government offers a congenial environment for industries to thrive, highlighting the state’s commitment to fostering investment and industrial growth. He lauded Tata Steel for its focus on environmentally sustainable technologies and its contribution to the state’s economy.

The 0.75 million tonne per annum (mtpa) EAF facility is designed to achieve CO2 emissions of less than 0.3 tonnes per tonne of steel. The plant will use 100 percent steel scrap as raw material, sourcing 40 percent from Tata Steel’s recycling plant in Rohtak, Haryana, and will operate on nearly 50 percent renewable energy.

Tata Steel Chairman N. Chandrasekaran emphasized that the facility represents the company’s commitment to sustainable steelmaking and a climate-resilient industrial future. “As India accelerates its transition towards a climate-resilient future, sustainability has become a national imperative — one that demands urgent, collective action. The EAF reflects Tata Group’s long-term commitment to building a greener, more resilient industrial future,” he said.

T.V. Narendran, CEO & Managing Director of Tata Steel, described the Ludhiana EAF as a defining milestone in the company’s journey toward achieving net zero emissions by 2045. He noted that the facility supports circular economy practices by reducing resource intensity while remaining globally competitive, and thanked the Punjab government for its support in facilitating the project.

The plant will produce construction-grade steel rebar under Tata Steel’s flagship retail brand ‘Tata Tiscon,’ strengthening the company’s presence in the construction sector. Tata Steel, one of India’s leading steel producers, continues to operate major blast furnace plants in Jamshedpur (Jharkhand) and Kalinganagar (Odisha), while expanding its low-carbon steelmaking capacity in Ludhiana.
