Speaker JCD Prabhakar Tells MLAs to Protect Dignity of The House

Tamil Nadu Assembly Speaker J.C.D. Prabhakar has called for greater self-restraint and self-regulation among legislators, stressing that members of the House must remain conscious of its dignity while participating in proceedings. He made the remarks in the context of Assembly proceedings being broadcast live, which allows the public to directly observe the conduct and behaviour of elected representatives. The Speaker said legislators should understand that their actions inside the House are increasingly subject to public scrutiny.

Prabhakar said people were prepared to question the behaviour of legislators and examine whether their conduct was appropriate for members of the Assembly. Recalling a conversation with a group of youngsters in Dindigul, he said the public was capable of asking questions when members acted in ways that could undermine the dignity of the House. He indicated that live broadcasting had made it even more important for legislators to exercise restraint and maintain appropriate standards during proceedings.

The Speaker emphasised that there should be no difficulty in holding legislators accountable for conduct that denigrates the dignity of the Assembly. At the same time, he suggested that members could avoid such situations by keeping in mind three forms of dignity — that of the House, their own dignity as elected representatives and the dignity of the voters who elected them. His comments placed responsibility on individual legislators to regulate their behaviour rather than relying solely on disciplinary measures by the House.

The remarks come as legislative proceedings are increasingly accessible to the public through live broadcasts and other forms of digital coverage. Statements, arguments and incidents inside the Assembly can quickly become known beyond the House, allowing voters to assess the conduct of their representatives. In this environment, the Speaker’s call for self-regulation highlights the importance of maintaining decorum during debates, regardless of differences between members or political parties.

Prabhakar also linked the behaviour of legislators to the expectations of voters who send them to the Assembly. Members are not only responsible for representing their constituencies but are also expected to uphold the institutional dignity of the legislature while carrying out that responsibility. Conduct inside the House can influence how the public views both individual representatives and the functioning of the legislative institution as a whole.

The Speaker’s comments therefore underline the need for legislators to exercise discipline and restraint while participating in Assembly proceedings. With the House being broadcast live, members have greater visibility before the public and their actions can be directly evaluated by voters. Prabhakar’s appeal seeks to encourage legislators to recognise this responsibility and ensure that political disagreements do not compromise the dignity of the Assembly or the representatives who serve in it.
