Some Delhi Residents May Face Higher Electricity Bills From June, Explained

Delhi electricity bills may increase for some consumers from June.

Some electricity consumers in Delhi may see an increase in their power bills from June after the Delhi Electricity Regulatory Commission (DERC) approved a shift to a monthly Power Purchase Adjustment Charge (PPAC) recovery mechanism, marking a significant change in how electricity costs are passed on to users.

Under the revised system, power distribution companies will now be allowed to adjust PPAC every month based on fluctuations in the cost of electricity procurement. Until now, such adjustments were calculated and recovered on a quarterly basis, meaning changes in fuel and generation costs were averaged over three months before being reflected in consumer bills.

The move effectively means that any rise or fall in electricity procurement costs will now be reflected more quickly in monthly bills. Officials say this change is intended to improve transparency and ensure that distribution companies are not delayed in recovering legitimate cost variations arising from the power market.

PPAC, or Power Purchase Adjustment Charge, is a regulatory mechanism that allows discoms to account for changes in the cost of purchasing electricity from generating companies. These costs can vary due to factors such as fuel price movements, demand fluctuations, and broader global energy market conditions.

Delhi Power Minister Ashish Sood said PPAC is not a new levy but a standard adjustment permitted under electricity regulations. He noted that recent increases in fuel costs, driven in part by geopolitical tensions in West Asia, have pushed up power procurement expenses, necessitating timely adjustments in billing.

However, consumers who are covered under the Delhi government’s electricity subsidy scheme are expected to remain largely unaffected by the change. Their bills will continue to be subsidised, insulating them from the impact of fluctuating PPAC charges, according to officials.

The shift to monthly adjustments represents a structural change in Delhi’s electricity billing framework, aimed at aligning consumer charges more closely with real-time cost variations in the power sector. While it may lead to slightly higher bills in periods of rising fuel prices, it is also expected to bring quicker reductions when procurement costs fall.
