Russia Thinks It Can Outplay The US During Ukraine Peace Talks, Intelligence Chief Says
A European intelligence chief cautions that Moscow sees peace talks as a chance to gain leverage over Washington.
Russia believes it can outmaneuver the United States during any future peace negotiations over Ukraine, according to a senior European intelligence official, underscoring deep scepticism in Europe about Moscow’s intentions and negotiating strategy. The assessment reflects concerns that Russia views diplomacy not as a path to compromise but as another arena for strategic competition with the West.
The intelligence chief said Moscow is likely to enter talks convinced it has greater patience, leverage, and tolerance for prolonged conflict than Washington and its allies. From Russia’s perspective, internal political pressures in Western democracies, shifting global attention, and war fatigue could eventually weaken US resolve, creating opportunities to extract concessions at the negotiating table.
European officials believe this calculation is rooted in Russia’s broader strategic culture, which blends military pressure with diplomatic manoeuvring. Even while discussing peace, Moscow is expected to maintain or escalate pressure on the battlefield to strengthen its hand. Intelligence assessments suggest Russia may use negotiations to buy time, test Western unity, or push narratives that shift blame for the war’s continuation.
