Putin Says European Troops In Ukraine Would Constitute Direct War Against Moscow

Russian President Vladimir Putin on Friday warned that any deployment of European troops to Ukraine would amount to “a war against Russia”, sharply escalating his rhetoric over discussions among European leaders about potential security arrangements involving Western forces. Putin also rejected the suggestion that Moscow poses a threat to European countries, saying Russia had no intention or reason to enter into a conflict with Europe. “At the moment, they say they are considering how to send troops onto Ukrainian territory. That means a war against Russia,” Russian news agencies quoted Putin as saying. His comments came amid continued discussions in Europe about possible security guarantees for Ukraine and the potential role of European military personnel in supporting Kyiv.

Moscow has repeatedly opposed any deployment of Western troops in Ukraine, describing the presence of foreign forces there as a red line. Putin said Russia was not threatening European countries and questioned why Moscow would seek confrontation with them. “We are not threatening and have no intention of threatening European countries. Why would we?” he said, according to Russian news agencies. He added that Russia had no reason to enter into conflict with Europe and argued that European governments were portraying an imaginary Russian threat to their populations. The Russian president said European leaders were “frightening their populations with an imaginary threat coming from Russia”. He maintained that such a threat did not exist and had never existed.

His remarks reflect Moscow’s longstanding position that Western governments have exaggerated the possibility of a Russian attack on European countries while using the conflict in Ukraine to justify increased defence spending and military preparations. Russia launched its full-scale military offensive against Ukraine in February 2022, triggering the largest conflict in Europe in decades and leading to extensive Western military, financial and diplomatic support for Kyiv. European countries have since provided Ukraine with weapons, ammunition, air-defence systems and other assistance. At the same time, governments across Europe have increased defence spending and discussed longer-term security arrangements intended to support Ukraine and deter further Russian aggression.

The possibility of deploying European troops to Ukraine has been discussed by European leaders for several years, particularly in the context of providing security guarantees and supporting any future peace agreement. However, no such deployment has materialised. Any decision to send European military personnel into Ukraine would carry significant risks because Russian forces remain engaged in combat there, raising the possibility of direct confrontation between Russia and European members or partners of NATO. Moscow has consistently opposed the prospect of Western troops being stationed in Ukraine and has warned that such a move could lead to a direct confrontation with NATO countries. Russia has also justified its invasion by citing what it describes as a security threat created by NATO's expansion toward its borders. 

Ukraine, meanwhile, has sought closer integration with the Western alliance and has received extensive support from NATO members since Russia's invasion. Putin's latest warning therefore underscores the continuing divide between Moscow and European governments over the future security framework for Ukraine. While European leaders have considered ways to strengthen Kyiv's security and deter another Russian offensive, Moscow has repeatedly said that the involvement of Western troops would cross a critical threshold. With the war continuing and diplomatic efforts focused on finding a possible path toward a settlement, the question of Western military involvement remains one of the most sensitive issues in relations between Russia, Ukraine and Europe.
