Putin hosts ASEAN leaders to expand Russia-ASEAN trade and strategic ties.

Russian President Vladimir Putin is hosting leaders of the Association of Southeast Asian Nations (ASEAN) at a summit in Kazan that opened on Wednesday, as Moscow seeks to deepen political, economic, and strategic engagement with the regional bloc. The two-day Russia-ASEAN summit comes at a time when Russia is working to strengthen partnerships amid shifting global alliances and ongoing geopolitical tensions.

The ASEAN bloc includes Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Vietnam. Russia has maintained formal ties with ASEAN as a “dialogue partner” for decades, with annual high-level meetings forming the backbone of diplomatic engagement. The Kazan gathering also marks the 35th anniversary of Russia-ASEAN relations, underscoring long-standing but evolving cooperation between the two sides.

In a message addressed to participants of a business forum held alongside the summit, President Putin said the meeting would help create “new opportunities for expanding mutually beneficial trade, investment, and industrial cooperation.” He also emphasized the importance of strengthening direct dialogue between business communities, positioning economic collaboration as a key pillar of Russia’s engagement with Southeast Asia.

Kremlin foreign affairs adviser Yuri Ushakov said the summit agenda includes discussions on global and regional security issues, as well as a review of ongoing efforts to expand Russia-ASEAN cooperation. He noted that participants are expected to reaffirm support for a “just and democratic multipolar world order” grounded in international law and the United Nations Charter, reflecting shared diplomatic language between Moscow and several ASEAN members.

Ushakov further confirmed that President Putin is scheduled to hold bilateral meetings with several ASEAN leaders on the sidelines of the summit. The discussions are expected to cover trade, energy, and broader strategic cooperation, with both sides aiming to expand engagement despite differing geopolitical alignments within the bloc. ASEAN member states maintain varied foreign policy positions, with some closely aligned with the United States while others maintain strong economic and security ties with Russia and China.
