At least three people have died and 17 others remain missing after a nine-storey hotel under construction collapsed in Angeles City in the northern Philippines, following a powerful thunderstorm that triggered the structural failure, according to officials.

Rescue teams pulled two workers from the massive debris early Monday, but one was declared dead at the scene while emergency personnel attempted, unsuccessfully, to revive the second victim in an ambulance. The collapsed structure was reduced to a pile of concrete slabs, twisted steel bars, and shattered scaffolding, as hundreds of firefighters and police continued search operations.

Authorities confirmed that among the deceased is a Malaysian tourist who was trapped inside a nearby budget inn that was partially struck by debris from the collapsing building. Another guest at the inn survived with injuries after managing to escape the wreckage.

Officials said rescue operations are being carried out cautiously due to the unstable nature of the debris, with large concrete sections still precariously supported by scaffolding. Emergency teams have been working continuously in difficult conditions, including intense heat, to locate survivors believed to be trapped underneath.

Local authorities reported that out of 26 individuals initially affected, several managed to escape or were rescued shortly after the collapse. However, 17 people remain unaccounted for, with one victim already located but still awaiting extraction from the rubble. Despite the grim circumstances, officials have stated that rescue efforts will continue and will not be downgraded to recovery operations at this stage.

Investigations have been launched to determine the exact cause of the collapse and whether safety violations or construction irregularities played a role. The incident has drawn attention to building safety standards in the region, which has seen rapid urban development in recent years around the Clark Freeport Zone, a former U.S. military base now transformed into a commercial and tourism hub.
