The leadership dispute had persisted for weeks, with both Gatchalian and Cayetano claiming legitimacy based on differing interpretations of quorum rules and procedural validity of their respective elections. The decisive turn came when a senator from Cayetano’s camp defected to the opposing bloc, giving Gatchalian’s supporters a clear majority.
