Pentagon Embraces AI-Initiated Warfare; Shifts Authority From Humans to Autonomous Systems

Pentagon revises targeting doctrine; AI gains authority to initiate military actions.

The United States Department of Defense has quietly revised its military targeting doctrine to expand the role of artificial intelligence in future combat operations, signalling a significant shift in how battlefield decisions may be made. According to a revised doctrine approved in April, the Pentagon envisions a future in which AI systems can initiate certain military actions under human supervision, marking a departure from the current model where humans directly initiate all targeting decisions.

The updated guidance forms part of a new chapter on the future of military targeting and was approved without public announcement. Although the document is not classified, it has not been released publicly. The revised doctrine outlines the Pentagon's evolving approach to joint targeting, the process through which the US armed forces identify and engage military objectives during combat operations. The changes were first reviewed and reported by Bloomberg News.

The new doctrine describes a progression from today's "human in the loop" framework, where a human operator authorises every action, towards systems in which artificial intelligence initiates actions while humans continue to monitor and supervise operations. The document suggests that the increasing speed and complexity of future warfare may require greater reliance on autonomous technologies to keep pace with rapidly evolving battlefield conditions.

According to the revised guidance, advances in artificial intelligence by potential adversaries are also influencing the Pentagon's strategic planning. The document states that future conflicts could necessitate the adoption of highly autonomous systems capable of responding faster than traditional decision-making processes allow. The shift reflects the US military's broader effort to integrate emerging technologies into operational planning while maintaining military effectiveness.

The expanded role envisioned for artificial intelligence has also intensified debate over the ethical and legal implications of autonomous warfare. AI technologies are already transforming military operations in conflicts around the world, but their increasing use raises complex questions regarding accountability, compliance with the law of armed conflict and the appropriate level of human control over the use of force. Military planners continue to examine how these technologies can be deployed while adhering to established legal and ethical standards.

The revised doctrine represents the latest step in the Pentagon's broader strategy to accelerate the adoption of artificial intelligence across defence operations. While the document does not indicate that fully autonomous weapons are being deployed immediately, it highlights the direction of future military planning as AI capabilities continue to advance. The updated targeting framework underscores the growing importance of artificial intelligence in modern warfare while recognising the need for continued human oversight in critical combat decisions.
