NITI Aayog Report Outlines Roadmap For India's Caregiving Ecosystem

India could emerge as a global centre for affordable caregiving by developing a large workforce of professionally trained caregivers, according to a new report by NITI Aayog. The report highlights the need to meet the country’s growing demand for care services while preparing Indian professionals to access employment opportunities in overseas markets.

The policy body places caregivers at the centre of the care ecosystem and calls for caregiving to be recognised as a skilled, dignified and economically valuable profession. It emphasises improving care quality, professional recognition, workforce welfare and institutional support while ensuring that families and communities can obtain reliable and affordable services.

NITI Aayog Vice Chairperson Ashok Kumar Lahiri said increasing global demand for caregivers offers India an opportunity to become a leader in traditional caregiving. He said a stronger system could generate substantial economic value, create employment and improve social security and recognition for caregivers while reinforcing India’s cultural and knowledge-based influence internationally.

The report provides a roadmap for strengthening coordination among institutions and empowering both family members and professional caregivers. It outlines measures intended to transform the existing system into an organised, accessible and future-ready caregiving network capable of responding to the requirements of children, older people, persons with disabilities and others requiring regular assistance.

NITI Aayog member R Balasubramaniam said service and compassion have long been central to India’s social and cultural values. He added that a strong caregiving ecosystem could advance social inclusion, empower communities and create quality livelihoods. Such a system could also contribute to the broader goal of making India a developed nation by 2047.

The recommendations are organised across strategic areas including public policy, professional recognition, workforce training, international cooperation, social security and family- and community-based care. NITI Aayog has also proposed developing a National Policy on Caregiving and establishing a National Caregiver Council to provide coordinated oversight and support the professionalisation of the sector.
