Rubio explores US role in Ukraine peace efforts

US Secretary of State Marco Rubio is set to meet Russian Foreign Minister Sergey Lavrov on Thursday in the Philippines, with discussions expected to focus on the possibility of reviving US efforts to help broker an end to the war in Ukraine. The high-level meeting will take place on the sidelines of a gathering of Southeast Asian foreign ministers under the Association of Southeast Asian Nations (ASEAN) framework. The meeting between Rubio and Lavrov is among the most closely watched diplomatic engagements at the ASEAN event in Manila, as Washington and Moscow continue to remain divided over the conflict in Ukraine.

The talks come at a time when previous US-led efforts to facilitate negotiations have slowed, with attention shifting towards escalating tensions involving Iran and the wider Middle East. Rubio told reporters in Manila on Wednesday that he intends to raise the Ukraine conflict during his discussion with Lavrov. He said the United States remains open to playing a role in ending the war if an opportunity emerges, while acknowledging that diplomatic efforts in recent months had lost momentum. "We have to have a relationship with the Russian government, even though we have areas of disagreement," Rubio said, pointing out that the United States and Russia remain the world’s two largest nuclear-armed powers.

He stressed that maintaining communication between Washington and Moscow remains important despite major differences between the two countries. US efforts to help negotiate a resolution to the Russia-Ukraine war have largely stalled after indirect talks failed to produce significant progress. The focus of international diplomacy has also been affected by the intensifying conflict between Washington and Tehran after the collapse of an interim ceasefire agreement, drawing attention away from Ukraine-related negotiations. Russian Foreign Minister Sergey Lavrov also indicated that he plans to raise recent comments made by US President Donald Trump regarding the possibility of a settlement in Ukraine.

Speaking to reporters at the ASEAN gathering, Lavrov said he would seek clarification from Rubio about Trump’s remarks suggesting that an agreement could be closer. The upcoming discussion between the two diplomats is not expected to immediately resolve major disagreements between Russia and the United States, but officials have indicated that maintaining dialogue could help identify areas where diplomatic engagement may be possible. The Ukraine conflict has remained one of the most significant security challenges in Europe, with international efforts focused on finding a pathway towards a lasting resolution.

The meeting also reflects broader diplomatic efforts at the ASEAN gathering, where global and regional security issues are being discussed by foreign ministers from several countries. While the United States and Russia continue to differ sharply over Ukraine, both sides have maintained channels of communication on issues affecting global stability. As the war enters another phase, the outcome of the Rubio-Lavrov meeting will be closely monitored for any indication of renewed diplomatic engagement.
