Announced in the White House Roosevelt Room alongside TSMC CEO C.C. Wei and Commerce Secretary Howard Lutnick, the deal will fund five new factories in Arizona, expanding TSMC’s U.S. footprint to eight facilities. This follows the company’s earlier $65 billion commitment, bringing its total U.S. investment to $165 billion over the next several years.

The agreement, finalized after months of negotiations, positions the U.S. to produce cutting-edge semiconductors—vital for AI, smartphones, and defense systems—on home soil. TSMC, which commands over 60% of the global chip market, plans to roll out its most advanced 2-nanometer technology by 2028, with two factories already producing 4-nanometer chips ahead of schedule. Trump touted the deal as a cornerstone of his “America First” agenda, emphasizing its dual role in economic growth and national security. “We’re bringing the best chips back to America, creating thousands of high-paying jobs,” he said, noting Arizona as the primary hub.

The timing is strategic, sidestepping Trump’s newly enacted 25% tariffs on imported semiconductors from Taiwan, Canada, and Mexico, effective today. China’s retaliatory 15% tariffs on U.S. agricultural goods underscore the global stakes, but TSMC’s shift could shield it from further trade turbulence. Lutnick credited Trump’s tariff threats for accelerating the deal, arguing it outshines Biden’s CHIPS Act subsidies. With construction set to ramp up by June 2025, the investment promises to diversify the U.S. tech supply chain, reducing reliance on Asia amid rising geopolitical tensions with China.
