The remarks were delivered at a groundbreaking ceremony for a memorial honoring North Korean soldiers who fought alongside Russian troops in the Kursk region during Russia’s ongoing war with Ukraine. The event underscores the deepening ties between Pyongyang and Moscow, raising alarms about the implications for global security.

Kim emphasized the enduring bond forged through "militant fraternity," claiming that the sacrifices of North Korean soldiers have laid the foundation for long-term bilateral friendship. He defiantly stated that challenges posed by "domination and tyranny" from other nations cannot hinder the growing alliance between the two countries. The ceremony marks the latest public display of solidarity, celebrating North Korean troops who aided Russia in repelling a Ukrainian incursion in Kursk.

The strengthening relationship between North Korea and Russia has been cemented through a mutual defense pact signed by Kim and Russian President Vladimir Putin. North Korea has reportedly supplied Russia with soldiers, artillery ammunition, and missiles to support Moscow’s invasion of Ukraine. According to estimates from Kyiv and Seoul, over 10,000 North Korean troops have been deployed to the conflict, with South Korea’s intelligence agency reporting in September 2025 that approximately 2,000 North Korean soldiers have died in the fighting. In exchange, North Korea is believed to have received economic aid and military technology from Russia, further bolstering its capabilities.

The announcement comes amid heightened tensions, as U.S. President Donald Trump imposed sanctions on Russia’s two largest oil companies on Thursday, October 23, 2025, in an effort to pressure Putin to end the war.
